			<content:encoded><![CDATA[<p>An initial secure work order is an order to secure property and protect it from the elements and unlawful entry.  The HUD regulations do not define an initial secure or what it may involve.  The HUD regulations do not even use the phrase &#8220;initial secure&#8221;.  HUD M&#038;M contractors and/or their servicing companies has create their own check list of requirements for an initial secure.</p>
<p>Personal property should never be removed unless specifically stated on your work order.   Contractors must know and operate within the guidelines and restrictions of governing authorities (city, county and state).</p>
<p>Contractors should follow the &#8220;Contractors&#8217; Field Procedures&#8221; manual supplied by the company requesting the work.  If they not supplied such a manual or supplied specific written directions, contractors are taking on a tremendous amount of liability. Never remove personal property unless specifically directed to do so &#8211; and get it in writing.</p>
