Although the answer to this question was clarified as recently as June 7, 2011 by none other than the National Servicing Center, most companies that contractors work for do not accept charges or bids for pictures. Your photos are not a separate line item but instead are “included” in the labor.
Here is the question and answer as published in the ML-2010-18 Q&A:
“Will the one-time $30 photo fee still be allowed?
Answer – HUD will continue to allow this photo fee to be claimed.”
