This question shows up often. HUD has nothing in the guidelines about determining vacancy. This question originated with the servicing companies and it is asked primarily to gauge your problem solving skills. Most companies are looking for:
(1) talking with neighbors
(2) checking utility status and verification with utility companies
(3) direct observation
It is a good question to ask though as many contractors have broken into occupied homes and changed the locks resulting in some nasty situations.
Make absolutely certain the property is not occupied. Do whatever it takes to insure this otherwise there are plenty of ramifications.
