Properties in California are not winterized according to the calendar. Instead, winterization is determined by the height above sea level (no joke).

Sub-paragraph G. of the regs state:

"Properties are to be winterized between October 1 and March 31, unless, climatic conditions require
earlier and extended winterization treatment periods. Properties should only be winterized once.
However, a property should be re-winterized if the initial winterization is no longer effective. The
winterization process must include cleaning toilets and a complete draining of all plumbing and
heating systems. The mortgagee is responsible for any damage to plumbing and heating systems,
including sump pumps and wells, caused by untimely, inadequate, or improper maintenance or
winterization."

Of course this still has not answered your question and as usual the regs are not specific leaving more specific instructions to others. Although specifics are not in the regs, HUD has published on their site:

"Winterize properties above 2, 000 feet only. However, heat systems will remain in shut down mode. Utilities are to remain off unless required to operate a sump pump. Turn off water at the street after winterization".

Comment on For an initial secure order, under HUD guidlines, you are authorized to remove exterior debris automactically. If yes how many cubic yards are you allowed to remove without having to submit a bid? by POPS

It's a best practice to use additional caution when removing debris at any time regardless of work order name. It's been my experience that, initial Secure orders are generally issued twice: once when in a PPO (non bank owned state) and once again in REO (bank owned state). It is important that you know which conditions apply to that specific asset. The allowables for debris removal vary from area to area. The HUD guidelines have pricing matrixes which identify allowable costs for debris removal.
